Judges shall judge independently according to their conscience in accordance with the Constitution and law. The territory of the Republic of Korea shall be the Korean Peninsula and its annexed islands. The State shall endeavor to prevent disasters and protect the people from such dangers. Matters concerning the organization, authority, and election of members of the local council, the method of appointing the head of a local government, and other matters concerning the organization and operation of local governments shall be prescribed by law. The State shall endeavor to achieve the principle of the war of light freedom with respect to farmland, and the tenant farming system of farmland is prohibited. The National Assembly may audit state affairs or investigate specific state affairs, and may request the submission of documents necessary therefor, or the attendance of witnesses and testimony or statement of opinions.
